What does the bandwidth limit? Is the amount information each person can view using your proxy? Or is a file download issue?

Depending on your setup most can only set the limit in one spot meaning the user can upload or download anything under the size you specify per connection. Other configurations like the one I run will allow me to adjust the upload separate from the download sizes.
