    The cPanel skeleton directory contains files which are placed on ALL new accounts when they are created. Current accounts would need this added manually. A script could be used to add it to all current accounts, but that could potentially break people's custom .htaccess code if not done perfectly on the first attempt. I placed minimal .htaccess code there for everyone a long time ago. I just don't like to force more things on people than is necessary. For instance, I block China, but there is no logistical way around that. Too much low quality traffic to proxies. Too many scrapers and spambots hitting non-proxy sites from there. Not much revenue from there either way.

    If someone has a reseller account in cPanel/WHM, I think they have their own skeleton directory that only applies to accounts owned by the reseller. PM me if you want me to look into that for you.

    There is also the possibility of blocking some of those IP addresses at the firewall level, but not the UserAgents.

    This happened with me. I updated my .htaccess with this code and I couldn't get the backlinks verified. After reverting to the old file the issue was solved. Kind of odd, isn't it?

    What are the domain names of the lists you submitted to? I'd like to run nslookup on them and see if they're in the blocklist's IP ranges.

    Actually none of the sites I submitted to seemed to work. Which is why I find it odd. But for example I submitted to proxyliste.com, proxysites.net, proxies4u.com, centurian.org etc.

    That's really weird. I noticed these two lines...

    I think I may have found the culprit, it appears the proxy lists don't like the blocking of blank referers i.e. this bit: RewriteCond %{HTTP_USER_AGENT} ^$

    So I've removed it from mine and I've also changed the line above because it's the last line and doesn't need an 'OR' in it.

    This appears to work now as it should so I'll be submitting to a lot more top lists later, I have only tried a few so far but results are encouraging

    Edit: I've not got GeoIP blocking code rules in because not everyone has it and it'd stop it from working for some people. Most can just copy 'n paste this (add your own GeoIP code if you have it). Use at your own risk of course.
    If I can't be a good example, I'll just have to be a terrible warning...

    I have updated the the list in the first post of this thread and in my blog entry to add UncleP's changes. I excluded the lines which set the 404 and 403 pages because many .htaccess files already have that. I'm afraid some people might copy and paste without paying attention to that.

    Any one got the IP range for Network Composer ?
    It's a hardware appliance, any business could be using it on their own network to filter their own traffic. I don't think blocking IP ranges will help for that.

    Using a simple and outdated php script like glype or php proxy is not enough for filters like this, you need to use some kind of encryption / obfuscation which makes it difficult for content to be detected by deep packet inspection.
