    Is this legal?

I was browsing along and noticed tis proxy: unblocked favorite website

As you can see, the page is full of ads, have a couple of sentences, and has the browser field hidden.

Certainly, the owner is receiving a high click through rate, and since he is targeting forex ads through the content, he is earning good with respect to traffic.

As far as i know, adsense bans these sites (lack of content, use of text intentionally to influence ads shown, etc). What do you think? Does any of you use such templates?

Of course it's legal. Moral? Maybe no.

If AdSense hasn't banned that website, then it's allowed. If you think it shouldn't be allowed, report that ad. Simple as that.

No, this is not illegal. As long as ads are not being confused with images or placed on proxified pages you can pretty much do what you want with the rest off the site.

Google is not going to require that you to have a URL box in order for there ads to be placed.

Google requires your site to have content, or some sort of use. A site only featuring ads is supposed to be banned. I believe google hasn't noticed the site yet, but when it does, its going to be banned.

(Not my site): I don't think this is against Adsense TOS because by clicking "begin browsing here" the surfbar comes up.
