These will be scarce as the only reason to have a proxy list set without requiring a back link is to get established. Any of the big players that are established require them. Once in a while you will see a new one pop up and they will allow you to submit with out a link back but after a month or so they purge there database and then require them. Guess I am saying a list of them would change too often for someone to keep track of.
I know one... it's the only one I know in fact...

Euh it seems to me that proxyrotator.com is just another proxy website... not a proxy list... or it's a wrong url?

Aaahh... got it. CMIIW proxyrotator.com is not a proxy list. It's just a rotator for a number of proxy websites, right? If the proxyrotator.com owner doesn't promote it then there's no traffic.
If I add my proxy website to proxyrotator.com, I will not promote proxyrotator.com because it will not show my website only but will rotate all proxy websites in its database. So as a webmaster it'll be a waste of time and money to promote it.
