Back a few months ago Google didn't allow popups/popunders and Adsense on the same page, so I'm pretty sure the rules didn't change since then (I would do the same if I was them).

NO, they allow it if you don't exaggerate, yet I wouldn't take the risk.

I don't know how "expert" this article is, but the author says:

    9. Place ads only on Content Pages. Advertisers pay only for content based ads. Content drives relevant ads. Although you might manage some clicks from error, login, registration, "thank you" or welcome pages, parking pages or pop ups, it will get you out of the program.
Mistakes That Violate Google Adsense TOS!

I don't see anything that specifically addresses the issue in the AdSense TOS.
You can have it fast, good or cheap. Pick any two.

As far as I know popunders do not violate Adsense TOS as long as you don't exaggerate, but I don't display them on pages where I have Google ads anyway.

Rather, I put them on the proxified pages as an additional source of income, along with banners.

In contrast to popups are popunders less intrusive for your site's visitors, so I think you can safely test whether they work for you, too

I have just posted the payment proof from popads.net

If that rate is CPM for raw impressions rather than unique then it's much more than Adversal are paying me for US traffic. I only set them up yesterday however.
