Personally since proxy lists don't use much bandwidth (similar to a normal website) I don't block any countries at all. I think its up to the proxy owner to decide if they want to block a specific country.

Is not BW what worries me at all, is the quality of visits I will give to webmasters and I don't want to get smart priced.

That could happen for several different reasons, including the number of times your ads are displayed and the number of times people click on them. Blocking Iran isn't going to have much of an effect I'm afraid. I used to have a proxy list, and I didn't block any countries because I see no point.

Like I say I think it should be up to the proxy owner if they block a specific country for whatever reason - smart pricing included.

Well, it might be a good thing when selling paid spots. I would definitely be much more interested in a paid listing in a proxy list (That provides significant traffic) if I know that traffic from countries with low payout isn't at all involved.
