I don't know if there is a free plugin that will automatically do that, but it could easily be done manually with a footer text widget. That site does not look like it is using the footer widget because I don't see the widget CSS code surrounding the links.

It looks like the theme was developed by an SEO company, so the feature may be built into the theme or a plugin that they developed. One of the plugins used is called "SpeedRealtor-seo".

From an SEO perspective it may not be a good idea. That is an old and cheesy SEO technique that may not work to your benefit.

    1. When you do that, PageRank and other inheritance values do not always flow through the site properly. PR is divided by the number of links on the page, so inheritance values do not flow through a site properly when you add ton of links in the footer.

    2. Footer links have been discounted for several years. This includes footer links that lead to pages within a site. Footer links are not viewed the same as a top or sidebar navigation menu.

    3. If you have too many links, the site could get flagged as "overly SEOd".

How does Google decide that a link is a "Footer Link"?

That is pretty easy. It is at the end of the script and is usually surrounded by tags named "footer" or a div using a class or ID named footer.

Matt Cutts raised the issue of discounted footer links 4 or 5 years ago at an SES conference. He also indicated that they were scrutinizing footer links, especially when they linked out to unrelated sites. That was at the start of their paid link vendetta.

I saw the value of internal footer links diminish shortly after that. I traditionally used footer links to link to important pages that got buried in the menus. It worked well up untill that point, and then the pages started dropping out of their top ranking slots.

I don't think that will make very much difference. You are still adding too many links to every page. I would still be concerned about getting the site flagged as "overly SEO'd". As with everything with Google, penalties are random and hard to predict. Some sites escape penalties for years, and some get hit right away.

The bottom line is that I would not consider adding that many links to the pages of my sites, but that choice is yours. You might just want to do an HTML site map page and link to that from all the pages in the site. An alternative could be to just include the links on the home page and not all of the inner pages, but lots of links on a page does look spammy.
