I want to completely wipe out a blog!
All the posts and all the pictures/graphics.
Yet keep everything else so that I can start anew.

If you just want to wipe out all of the posts and pages without manually deleting them, just set up a new database and change wp-config.php to point to the new database. When you access the site WordPress will do a new install.

But then before I did it, I decided not to delete November posts.
Weird question though:
Now a picture is on a forum, hotlinked.
Now the picture is gone, just a blank square, but the url is still to my blog.
Does that still count for a visitor is no one sees the picture?
Or only a visitor if they click on the blank square?

I'm not sure, but "unique visitors" in AwStats or Webalizer may mean unique IPs requesting pages, but it could mean unique IPs requesting any object on a page, such as an image. Without the image, a status code 404 would be logged, but I don't know if that gets added to the unique visitor count. I suspect it would not be counted as a unique visitor. The programs use server logs, which log every request.
Visitor counts in WordPress sites have been screwed up for the past year. First, there was a huge assault from China with comment spammers. Then there was the Brute Force Attack involving 90,000+ IPs from infected PCs around the world. The load was so heavy from both attacks that it took my VPS server down.
I track monthly unique visitors for my primary sites. During the attacks the unique visitor counts quadrupled on some sites.
